Broom recipes

Do the type of broom recipes you get depend on your level? Or can you get any broom recipe at any level?

I think you technically can get every broom recipe from every monster above lvl 30 but from my understanding of the system the higher level you kill the more likely it is one of the rarer broom recipes will drop. It seems there are different tiers for every 10 levels (30-40, 40-50, et cetera)

And if you found them in a hidden chest?

I think the same system applies to chests but I am not completely sure. I think if you found a chest in a level 30ish area it will be less likely to drop a rare recipe then a chest in a level 70ish area.
