You first get a broom from the quest "Broomsmith Break-In", which you can find in your questbook under "year 3".
Alternatively, if you do not want to do this quest, you can kill any mob that is level 30 or higher to get a broom recipe. Along with this recipe, you would need 270 of each lvl. 31-40 crafting material (Native Bronze, Fragile Silk, Rough Quartz and Brittle Elm, they are dropped by Explosively-Ended Newt, Predictise, Gnome, Hobgoblin, Fweeper, Pitluck and Sneeler). You would need to craft these materials at a tailor NPC and then, with your recipe and materials, you would need to go to the Broomsmith in London (Diagonal Lane, across the bank) in order to craft your broom.
I would however highly recommend doing the quest I mentioned at the start of this reply, as it's a lot quicker and also a lot cheaper.
