cant join on 1.13

I'm trying to get onto 1.13 to play on the server, but its not letting me and the launcher is saying "Launching Game Failed" along with "Unable to locate the Java runtime". But when I play 1.17 and up, it allows me to play perfectly fine, this only happens on the versions without the "safety features". Any ideas on how to fix this?
(I haven't played Minecraft in a few months so I've been really wanting to play PotterWorld. )

nvm i fixed it, i just had to move a certain file into the minecraft folder
