Finish every quest to level up into a new year?

I was wondering if you had to finish every single quest in order to level up into the next year?

No, you don’t need to finish the quests to level up. They give you experience and will aid you towards the next level, but are not required to level up. Even if you do complete all the quests for a specific year, you will likely also need to find other sources of exp in addition to quests, such as attending classes and earning academic credits.
