Move gambling rule to general rules instead of chat

Right now it creates confusion whether gambling is allowed via 3rd party platforms - Non-Official Discord, Houseparty, etc. If the intent is that those are allowed, that's great! However, it seems to be the common consensus is that gambling is not allowed in any form, even over non PW 3rd party chats, which one wouldn't apply chat rules to. Hence the suggestion to make a no gambling rule in the general section of server rules.
