In the shop where you did that quest there is a broom upgrade npc. To upgrade your broom you need a lot of gold and a lot of the pure form of materials (you get the pure form by transforming them at tailor npcs). I believe for the 2nd broom you need lvl 41-50 materials but I am not 100% sure.

You can go down to the broomsmiths and craft a new broom with the recipe, your old broom and the materials listed by the broomsmiths! There are two broomsmiths, one in Diagonal Lane (in the shop where you had the Broomsmith Break-In!) and one in Shade Alley, which can be spotted by the Shady Broom Dealer NPC!
