I got the first feather just fine, but the second feather is unreachable for me.. I glitch through it whenever it lifts up. Is there a way to fix this?

If you look a little more against that wall you'll notice some parkour. In order to use those blocks, you need to use the spell on them first so they reach their proper place before jumping on them, as casting the spell while you're stood on them doesn't work.
