Since it cost 20k gold to purchase flight in housing, I feel like for those whom are added as residents to someone's housing should also be given flying. Reason being is that firstly, when someone is given residence in housing by the owner, it usually means the owner trust them hence I don't see any reason for any issue to arise. Secondly, Flying is a great way to help make building in housing easier and sometimes we want to help our friends build in their housing but we are unable to do that as flying is only available for the owner and not the residence. Possible to make it so anyone who is a resident in that housing will also be able to fly instead of just the owner.
