Vaults should be fixed so that they don't randomly delete all your stuff, then added to most or all towns. The old Wilderness had this feature but it wasn't as useful because every player could use their warpkey bag to teleport to the Bank Vaults, but now they can't. This would be way more useful and a less confusing way to store items. Since it's not explicitly said that the main way to store items is through housing chests new players might not know where to store their items. I believe adding bank vaults would solve this since players would eventually stumble across a bank in a town and there could be an NPC who gives a brief description of how vaults work. I'd honestly prefer having vaults rather than not having them at all. Banks give off a mmorpg vibe and pretty much every game in the mmorpg genre have a storage system like that.
