Flying and Casting on Grimmane Lane

You can fly and cast in unmagical London but not in Grimmane Lane? Why not?
I mean its where Henry Porter and the Phoenix Allegiance landed in his 5th year at Hogsworth (as recreated in this awesome scene!)

so I don't see why you shouldn't be able to fly and cast spells here. It's quite a large place and a broom and some mobility spells would be very helpful for getting around. Thank You!
