[Payload] Limit amount of uses for Sniper and Flamethrower Kits

Limit the amount of uses that a player can use the Sniper or Flamethrower Kits to 5 or 10 per game.

Yeah, though if they aren't able to find a good balance for Sniper and Flamethrower Kits then I guess limit them as a last resort.

Unfortunately, we have decided to decline this suggestion. We will not be limiting any usage of kits. We have already nerfed flamethrower, and sniper to some degree, and also would like to make some map changes to accommodate snipers less.
