[Quabbleball] Reduce the steal cooldown and expand steal range for Defenders

Currently it seems like the Defenders are at a disadvantage when going against Passers. My guess is that Passers and Defenders have the same steal range number - but visually it seems like Passers can steal from a longer distance because of how small the particle effects are when a Defender uses the steal skill.

Reduce the steal cooldown for Defenders to half a second and +1 range over Passers.
Possibly change the way opposing Passers can steal from Defenders? Such as lowering the Passer's steal range when they are within the Defender's box.

Hello @Somnambulist!

We would prefer for Defenders to utilise their blocking skills as their main form of defence over the stealing. While stealing is still possible and very doable, we will not be buffing it further.
